A local consumer advocacy group is calling on the Department of Trade and Industry (DTI), mall operators and e-commerce platforms to intensify enforcement against counterfeit and unapproved goods as holiday shopping peaks across the country.
Filipino Consumers for Reform, known as FILCORE, said in a statement that immediate action is needed to protect public safety and ensure fair competition. The group said that many products sold in physical markets and online platforms fail to meet safety standards or lack the proper certifications required by law.

It noted that Greenhills Shopping Center in Metro Manila remains a primary concern, having appeared on the United States Trade Representative notorious markets list for six years. While the USTR 2024 report acknowledged that management at Greenhills uses a three-strikes rule and coordinates raids with law enforcement, the agency noted that rights holders still report a high volume of hidden counterfeit items.
The risk to consumers has expanded beyond physical stalls to digital marketplaces. FILCORE warned that platforms such as TikTok Shop, Lazada and Shopee have become hubs for unregistered cosmetics, copycat electronics and gadgets lacking safety markings.
The group cited a 2024 study by intellectual property firm Rouse which found that rapid growth and logistics innovations in Southeast Asian e-commerce have fueled the rise of illicit goods.
To address these vulnerabilities, FILCORE is pushing for frequent inspections of tenant stalls and independent retailers.
The organization also requested that regulators implement clearer penalties for sellers who distribute non-compliant products and launch awareness campaigns to help the public identify authentic goods.
Strengthening these regulations is expected to build trust in the retail sector and support legitimate enterprises that contribute to the economy, it said.
